Boeing has made great progress on its CST-100 commercial crew spacecraft and launch effort, but Congressional reluctance to fully fund the program at previously contracted levels will likely cause delay and increased cost. NASA has already bought two additional years of Russian ferrying of US astronauts to the space station, because of previous funding shortfalls, also mandated by Congress.
